ISO 25059 vs ISO 25010: what is the difference?
ISO/IEC 25010 defines the general product quality model and, in its 2023 edition, only the product model. ISO/IEC 25059 is an extension for AI systems: it adds and changes the sub-characteristics where AI behaviour needs it and inherits the rest. Quality in use now sits in ISO/IEC 25019:2023, which the second edition of 25059 aligns to.
The base and the extension
25010 is the general model: functional suitability, performance efficiency, compatibility, interaction capability, reliability, security, maintainability, flexibility and safety in the 2023 edition. 25059 does not replace it. It changes the parts that behave differently for AI and leaves the rest to the base.
What the 2023 base changed
The 2023 edition of 25010 cancels and replaces the 2011 edition, moves quality in use to 25019 and the model overview to 25002, adds safety as a top-level characteristic, renames usability as interaction capability and portability as flexibility, and adds sub-characteristics such as inclusivity and resistance.
The practical consequence
A quality plan that cites 25059:2023 without naming the base edition is citing a model whose normative reference has been withdrawn. The second edition fixes that. Until it publishes, the fix is a manual one: name the 2023 base and use its vocabulary.
Which one to cite
Cite 25059 for the AI-specific characteristics and the base model for the inherited ones. Cite 25019 for quality in use. A single citation of 25059 for everything is incomplete.
